The Metro Red Line is a 23-mile subway that forms the backbone of the Metro Rail System in Southern California. The Metro Red Line consisted of three separate projects. Segment 1 extends 4.4 miles under downtown Los Angeles from Union Station to MacArthur Park, just west of downtown. Segment 2 is 6.7 miles with eight stations, extending service along Wilshire Boulevard, Vermont Avenue, and Hollywood Boulevard. Segment 3 is subdivided into three separate sections, the North Hollywood Extension, the Eastside Extension, and the Mid City Extension.

TEC’s primary involvement was with Segments 2 and 3.

Services provided by TEC include:

  • Consulting support to the Project Management Oversight and Assistance

Team - areas of emphasis include:

  • Performed constructability reviews with an emphasis on claims avoidance.

  • Reviewed, analyzed and provided expert opinion on contractor claims.

  • Conducted audit of change orders in accordance with Federal Transit

Administration guidelines.

  • Conducted in-depth schedule reviews and analysis.

  • Performed contract administration services.

  • Led and participated in value-engineering studies, resulting in substantial savings and an MTA Excellence Award for cost savings.

  • Provided onsite construction inspection services.
